Likely made of cotton twill and not waterproof.
It was probably intended for camouflage purposes at the time.

3C Desert Camouflage
No noticeable tears, but there is some soiling. Considering its age, it's in excellent condition for a used item.
The rubber is not deteriorated.
Approximately 68cm in diameter.
The tag says LC-1, but it's compatible with LC-1, LC-2, L, and M.
Can be used as a spare tire cover for vehicles like the Jimny that carry a spare tire on the back.
It seems to be usable for tires with a diameter of around 80cm, depending on the tire width.
